Some victims, like Tony Troskoski, realize the system doesn't work and seek justice in civil court.
Troskoski is the president of CRT Systems, a software development company in Rock Hill.

Though Troskoski and Chaney ate lunch together every day, Chaney stole more than $76,000 from the company between January 1996 and July 1998, according to court documents.

"He could sit there and eat lunch with you and be stealing from you," Troskoski said.

Rather than pushing for Chaney to pay restitution while on probation, Troskoski went after his assets in civil court.

"You can't force someone to work to make them pay restitution," Troskoski said.

Still, Troskoski says he'll only recover about $30,000 -- and a chunk of that will go to his lawyer.
"On big sums of money like that, it's impossible to get that money back," he said. ..."If the perpetrator has any sense at all, he's going to find any number of loopholes.
"Nobody ever gets it back.It just never happens.The system's not set up to do that," Troskoski said.
