    Jim Treat, a partner with O.W. Krohn & Associates, presented the council Thursday with two options to phase in an increase to the tax rate, both of which would take four years.

    The two plans, one that would start in 2009 and the other in 2010, increase the tax rate in certain increments to cover the cost of providing services to the area annexed in 2006.

    For example, for the tax levy increase plan starting in 2009, for a property with an assessed value of $200,000, the owner would pay about $14 more that year.

    Treat said the city will face several obstacles when trying to find revenue to fund that area including growth in the area that could provide more property tax money.
