   The committee is made up of several members of Community Peacemakers , a group which has met for several years to address discrimination and violence in Lincoln. The committee rated the city on 18 separate indicators of peace , ranging from public health and safety to the courts and legal system.
   
   They gave Lincoln a grade of B minus in terms of moving toward a city of peace.
   
   The lowest marks ( D and C minus ) went to the arts community and the news media for failing to address issues of injustice and counteract violent social attitudes.

   Tilley , who has a theology degree , criticized ministers and other faith leaders for failing to speak out about issues such as multinational corporations that pollute the environment or exploit the poor.
   
   Faith communities need to operate as communities , he said. They need to come together as a group and look at what God has for our city. They need to speculate about what Lincoln could become 30 to 50 years from now , bring into it their own experiences with God and articulate a vision for the future..
   
   Besides Tilley , other committee members include the Rev. Bill Draper Finlaw , chaplain at Nebraska Wesleyan University ; Marj Manglitz , a peace activist and member of the United Nations Association ; Richard Hargesheimer , a teacher at Bryan Community High School ; and Linda Kalbach , a teacher at Lincoln's Arts and Humanities High School.
