   Before joining InfoGard, Dr. Van Tilburg held several senior positions. He was the principal consultant and owner of SECCOM, a product-independent, international security consulting and services company in Europe. He worked as Senior Security Policy Advisor for the Dutch Ministry of Telecommunications.

   Dr. Van Tilburg has lectured extensively, authored over 30 papers, and holds 10 patents in the data security area. Dr. Van Tilburg was one of the inventors of the Chipper electronic purse system for which he received the prestigious Diana Award in 1996. He is a member of the IEEE, ACM and IACR.

   Having been active in the global security sector for almost 20 years, Dr. Van Tilburg was recently appointed Director Strategic Services of InfoGard in San Luis Obispo. InfoGard is a privately held company that was founded in 1993 and established its credentials through the U.S. Government's Cryptographic Module Validation Program. Over the past two years, InfoGard has expanded its IT security services into audit, system assessment, and compliance to third-party criteria.
   
   Before joining InfoGard, Dr. Van Tilburg owned SECCOM, a product-independent, international security-consulting firm in The Netherlands. His firm evaluated and developed security initiatives and strategies for exploiting business opportunities in the new economy. As a senior security advisor for the Dutch Ministry, he wrote national security policies with respect to encryption, trust, privacy, lawful access and combating fraud on fixed and wireless infrastructures. For the Dutch Ministry, he evaluated the implementation of the European Directive on a common framework for electronic signatures in The Netherlands.
   
   Dr. Van Tilburg started his career at KPN, one of the largest telecom operators in Europe, and was instrumental in securing its mobile phone system as the first in the world.
   
   Dr. Van Tilburg holds nine patents in the data security area and was one of the inventors of the Chipper electronic purse system for which he received the prestigious Diana Award in 1996. He earned his Ph.D. in cryptographic mathematics from the University of Eindhoven and his Masters Degrees in Business Telecommunications and Electrical Engineering from the University Technology Delft.
