    Gary Tighe, entertainment director of the Catalyst, said the crackdown "seems un-American or unconstitutional."

    "It's unfair if they fine me for something someone else does," he said.

    Tighe books the Pacific Avenue club's busy band schedule with mostly out-of-town groups, and he says he never encourages them to hang posters on street poles.

    Nor does the Catalyst hire people to post signs, Tighe said.

    For one thing, he says, signs aren't very effective because they often get pulled down before anyone sees them.

    "It is a cheaper way of getting your name out there to people, especially for new bands who don't have the finances to advertise," Tighe said.
