Mr. Tienkamp is Manager, Regulatory Consulting for Optimum Energy Managament Inc.He brings over 12 years of industry and consulting experience to clients requiring business and regulatory services in the electric industry.

In 1987, Cliff received a Bachelor of Commerce degree with distinction from the University of Alberta with a specialization in Marketing and Finance.

After graduation from the U of A, Cliff held a variety of positions over the next 10 years with ATCO Electric.As a senior analyst in the Rate Regulation group, he performed regulatory analysis, rate design and developed a custom billing system to support new rate designs.As a business development specialist, Mr. Tienkamp co-ordinated customer research, business opportunity assessment and new product development.Cliff subsequently became a cost and pricing analyst performing rate analysis, contract evaluations, and capital investment analysis (including work in London, England on two independent power generation projects).

More recently, Cliff was the co-founder and principle of Gearbox Enterprises Ltd., a consulting firm providing business development, production engineering and financial analysis.At Gearbox, he developed a unique service called Precision Marketing.This service generates high-quality sales leads for oil and gas supply companies by manipulating large public databases and applying production engineering concepts.Products are thus matched to specific facilities that could benefit from that product.Cilff also provided while at Gearbox Enterprises Ltd., analytical support at regulatory proceedings and he developed a probabilistic Pool Price forecasting model to value various commodity pricing arrangements.
