    IPAA says Bruce Thompson, executive director of public and industry affairs for Denver-based Forest Oil, and a member of IPAA's Land & Royalty Committee, testified July 10 before the Senate Energy and Natural Resources Committee that, "Future natural gas consumption will likely grow at a pace that will require an energy policy that allows the full potential of natural gas to be developed.

    "That cannot be done without more access to, and development of, government-controlled resources.However, development of those resources remains a substantial challenge," Thompson said.

    IPAA says Thompson's recommendations to improve onshore and offshore federal land access included royalty reform provisions, a review of drilling and leasing moratoria, and the need for regulatory overhaul and federal funding to speed permitting.He also urged Congress to consider the impact of anti-development groups that go to court to challenge new energy projects.

    "Congress has an opportunity to address these and other limitations.It can provide an improved process to assure that environmentally sound natural gas development can occur," Thompson testified.

    Bruce Thompson of Forest Oil Co. in Denver, appeared before the Senate Energy and Natural Resources Committee on Thursday in Washington, D.C.The committee was meeting to discuss the natural gas shortage and the resulting high prices industry and consumers are now faced with.

    Thompson said there are four options that are drawing the greatest amount of attention to help solve what he called a growing natural gas crisis:

    Thompson said the only real solution is the development in the lower 48 states.He explained that it will take at least five years for Arctic gas fields to be developed and for natural gas to flow to consumers.

    The best solution is to develop fields off the East and West coasts, where an estimated 52 trillion cubic feet of natural gas lies untapped; to the Rockies, which contain 346 trillion cubic feet; to the eastern Gulf of Mexico off the Florida coast where an estimated 43 trillion cubic feet is located, Thompson said.
