Judy Teng was born in, raised in Hong Kong and educated in the United States.She earned two Master's Degrees in Education and Counseling from the State University of San Francisco.Her career in higher education began as a counselor in providing educational, personal and career guidance at City College of San Francisco.She became the District Diversity and EEO Compliance Officer for more than four years before changing her focus to

workforce and economic development.Teng became the Dean in charge of Corporate Education and Continuing Education in 1991.She has successfully diversified the corporate education to China and Japan for the last decade.
