According to Mark Sylvia, director of DOER's Green Communities Division, the five criteria for becoming a Green Community are:

Reaching those goals will not be simple, Sylvia said, but he said communities that make it will have made big steps.
"It is a high bar.
We recognize as Green Community Division we have to provide resources to communities for them to meet five criteria," Sylvia said.
"The criteria were made to set Massachusetts up as green communities leader in the U.S."
"For those communities who do not meet the criteria, there are a number of other programs we offer to all 351 cities and towns, no matter what."
The state will be divided into four regions, Sylvia said, with a coordinator for each area.
That person will help guide communities through the process.
"The regional coordinator will be a resource for cities and towns for energy related issues," Sylvia said.

Sylvia said he has been pleased by the amount of interest in the Green Communities program.
"Statewide over 100 communities applied, some organized regionally in groups, but it is 100 if you count number of communities," Sylvia said.
