   "Having participated in initially recruiting Ventana Medical Systems to Oro Valley, it is encouraging to see them locate and expand in a very short time," said Chuck Sweet, Oro Valley's outgoing town manager. "They are one of the premier employers in our community." The Town Council approved the development plan for the buildings and parking lot unanimously, Sweet said. Once Ventana settled in Oro Valley, other technology businesses were drawn to the area, Sweet said.

   Town Manager Chuck Sweet reviewed the upcoming meetings and events.

   In response to a request by Mayor Loomis, Town Manager Chuck Sweet explained that the current activity and storage of equipment at the Naranja Town Site had nothing to do with construction of a town maintenance yard. He explained that contractors working for the Town on the reclaimed water system project are utilizing the area as a staging site for their equipment and supplies for the project. He stated that it is a short term (approximately 6 months) use of the site to allow the contractors a secure location to store their equipment out of the public right-of-way. He also explained that the development of the Naranja Town Site has always been and will continue to be an open process involving the entire community and the Town is committed to that effort.

   Town Manager Chuck Sweet reported that each year incorporated communities have the opportunity to form a Municipal Policy Statement which serves as the guide for the League of Arizona Cities and Towns. This Statement is used to lobby legislation that is introduced to the Arizona State Legislature. He further explained that if approved by the Town Council, the proposed Resolutions would be forwarded to the League Resolutions Committee for their consideration. Mr. Sweet reported that the two Resolutions being recommended for consideration are 1) "Primary Seat Belt Enforcement" resolution which is being co-sponsored by the City of Tucson and 2) "Child Restraint System" resolution which the City of Tucson has requested that Oro Valley co-sponsor.

   Town Manager Chuck Sweet briefly reviewed the background of the Splendido at Rancho Vistoso Continuing Care Retirement Community Project. He then explained that the developers, The Plaza Companies, have requested a reduction in the Town-Wide Development Fee (Town Code, Article 13-4) and a reduction in the Town's Potable Water System Development Impact Fee and Alternative Water Resources Development Fee (Town Code, Sections 15-17-5 and 15-17-9.) He reported that they believe that the Fees should be reduced because the burdens placed upon the Town's roadway and water system infrastructure by the Project's senior residents are less than those imposed by residents of standard multi-family units.

   Town Manager Chuck Sweet stated that there has been ongoing dialogue with the property owner for the past several months and the property owner understands that the item was approved during the Bond Election. He stated that he was going to meet with the owner (tomorrow) to further the negotiations and then work on the appraisal would begin. Mr. Sweet explained that the negotiations for acquiring the property through the use of the bond monies were active. In response to a question from Mayor Loomis, Mr. Sweet also stated that the property has an existing hard zoning on it through the PAD so the developer's value on the land is based on the existing property rights and zoning.

   Town Manager Chuck Sweet reported that a Study Session was held on June 21, 2004 with the Council and Fire Service Committee for a briefing on the status of fire services performance standards and reporting. Staff was then asked to resolve any issues regarding the interpretation of the performance standards. He then reviewed the revised "Performance Standards and Criteria for the Town of Oro Valley Fire Service ."

   Mr. Sweet reviewed the background of the fire services for Town Hall and explained that Rural Metro Fire Corporation currently provides fire/rescue protection and emergency medical transport services through two stations (with plans to add a new station at the intersection of Lambert Lane and La Cañada Drive.)

   Mr. Sweet then reviewed the annexation procedures by a fire district. He further explained that under ARS 48-262(H) an individual property owner can submit a written request to the Governing Board of a Fire District asking to have their property included in the District. If the Governing Board determines that the inclusion would benefit both the District and the property owner, it can issue an order changing the District's boundaries to include the property owner's land.
   
   In response to Mayor Loomis' comment that public entities normally take a neutral position during annexations, Mr. Sweet stated that it would depend on the philosophy of the governmental unit.
