    Jocelyn Strand, director of charter schools for the Missouri Department of Elementary and Secondary Education, said the school had high teacher turnover, fluctuating enrollment and its staff lacked administrative experience.

    About 440 students were enrolled at the academy at one point during the 2007-2008 school year.Of those, 118 students were enrolled for the entire school year, and 102 students were enrolled for less than two months.The other 220 students may have left the school at some point and returned later in the year, Strand said.

    School officials are talking with the SLPS district about students returning to either traditional district high schools or the district's own alternative program.

    Academies of St. Louis, has struggled with huge turnover among teachers and a lack of administrative support, said Jocelyn Strand, state director of charter schools.

    While enrollment peaked at 440, Strand said 102 students stayed less than two months.She said the parent company, based in Texas, was unprepared because two-thirds of the students arrived reading at third-grade levels, or worse. >

    "That's a lot of catching up to do," she said.

    Strand said St. Louis Public Schools officials will meet next week with the school's remaining 118 students to discuss placement options.

    The school is located on Goodfellow Boulevard, just south of Interstate 70.

    The board suspended the school's operation for one year.Strand will report back to the board in February.
