Academies of St. Louis, has struggled with huge turnover among teachers and a lack of administrative support, said Jocelyn Strand, state director of charter schools.
While enrollment peaked at 440, Strand said 102 students stayed less than two months.She said the parent company, based in Texas, was unprepared because two-thirds of the students arrived reading at third-grade levels, or worse. >
"That's a lot of catching up to do," she said.
Strand said St. Louis Public Schools officials will meet next week with the school's remaining 118 students to discuss placement options.
The school is located on Goodfellow Boulevard, just south of Interstate 70.
The board suspended the school's operation for one year.Strand will report back to the board in February.

Strand said it's clear now that the school opened here too quickly, that the administrators hired were too inexperienced, and that management gave too little support, especially with students who needed so much help.

Today, Strand will recommend the state board suspend Can for a year, and give the organization an opportunity to hire new staff and retool the model.If successful, it could reopen in the fall of 2009.
Still, Strand said, this year is not lost.
