Richard Strahan, national campaign director of Greenworld Company in Boston, said yesterday the state's executive office of environmental affairs is committing "Whale Fraud" by pretending to be concerned about the plight of the endangered right whale, but practicing a policy that clears the way for fishermen to ply their trade with impunity.
"It is the official policy of that agency to do nothing to protect whales that would adversely affect the fishing industry," Strahan said.
Animal rescue teams are currently trying to untangle two right whales from nets in Cape Cod Bay.
Strahan said there are about 200 right whales living, and most of them call the Gulf of Maine home.
He said he'll file the suit in U.S. District Court and will cite a 1995 settlement calling on the state to adopt stricter licensing.
