Columbia Missourian - Gaps in public transit seen - [Cached Version]

"We won't ever meet 100 percent of the transportation needs," said A.T. Stoddard, the spokesman for LSC.However, he presented suggestions gleaned from the survey that could improve transit services in the area.

The study offers suggestions to individual transit agencies, including the importance of improved public education on the availability of transit services in Columbia and greater cooperation among area agencies.Agencies include Columbia Transit, OATS Inc. and specialized transit services for the elderly and people with disabilities.

Stoddard said that increased cooperation among transportation providers could alleviate the transit difficulties some members of the community encounter in traveling to and from the workplace.

On a larger scale, the study encouraged developing commuter services to connect Jefferson City, Columbia, and maybe Centralia as well. Also, the study suggested forming a regional transit authority that would coordinate all public transportation throughout the county and extend south to Jefferson City in Cole County.

"That's a long term idea," Stoddard said, acknowledging barriers such as approval by county and city councils.

The study will be finalized in the next month. At that time, it will be presented to the Boone County Commission and transportation agencies for further action.

A.T. Stoddard, vice president of LSC Transportation Consultants, Inc., discusses the new transit plan for the five-county region to Cortez residents Wednesday afternoon at the Montezuma County Annex. The service area is to include public transportation within Montezuma, Dolores, La Plata, San Juan and Archuleta counties.

The Southwest Regional Transit Element held a public open house Wednesday afternoon at the Montezuma County Annex to discuss long-term and short-term transit needs in the five-county region.

    ...
"To implement this plan it is first necessary for us to receive federal funds from the Department of Transportation," A.T. Stoddard, vice president of LSC Transportation Consultants, Inc., said."We need this funding to provide transportation in the five-county area for people who don't have their own, including those who are handicapped and seniors."

The five-county region includes Montezuma, Dolores, San Juan, La Plata and Archuleta counties.

"Our goal is to enhance our service and at least maintain existing standards," Stoddard said.

    ...
"There are three factors that make people, who are not dependent on public transportation, ride the bus: traffic congestion, available parking and if the bus can get them to a destination faster," Stoddard said.

A.T. Stoddard, of LSC Transportation Consultants, Inc., presented the preliminary plan to attendees in Cortez before traveling to Pagosa Springs and Durango to meet with interested parties in those areas.
    ...
Stoddard explained the goals for the communities.

"In every case, the priority is to maintain existing services," he said."Funding is the essential missing element in planning for the future."

Federal dollars make up the majority of funding for transportation at this time and will continue to be the source.

Private transportation providers operate within certain areas of the five counties studied, but there are gaps in service across the region.

    ...
According to Stoddard, the transportation planning for the Southwest Region depends upon funding.Since Montezuma County has no projected revenues to cover long-term transit planning, the county study has focused upon short-term transportation needs.

The meeting is part of the planning process the state undertakes every six years, updating or creating regional transportation plans in 15 regions around the state, said A.T. Stoddard, of LSC Transportation, the consulting firm hired to create the plan.

Comments regarding public transportation will be incorporated in the Regional Transportation Plan outlining transit goals through 2030 in the Southwest Region, which includes La Plata, Archuleta, Montezuma, Dolores and San Juan counties, Stoddard said.More public meetings will be held when a draft plan is compiled and public hearings also will be scheduled.

Adding park-and-ride stops, using high-speed rail, diamond lanes along highways and bus service from Durango to the airport were some other ideas expressed during the meeting.

The Rifle and Silt areas have the greatest increase in deficient roadways," said A.T. Stoddard of LSC Transportation, because they will see the greatest growth.

Projections in the plan are "pretty conservative" and the population numbers could be significantly higher, Stoddard added.

Residential development will be the driving force behind the need for road improvements.Stoddard recommended imposing countywide impact fees on new housing developments, which would finance roadway improvements.

A sliding scale of fees would be charged depending on where the development would occur.Areas of highest growth, projected to be between Parachute and Glenwood Springs over the next 20 years, would pay the highest fees.No fee would be imposed on developments from Parachute west, Stoddard said.
    ...
Stoddard admitted the Garfield County fees he recommends are higher than statewide averages.

"The developer is paying for the life of the pavement they're using up," he said.
    ...
Also proposed is a countywide drilling impact fee of $2,077 per well "based on the proportion of pavement life used by heavy vehicle activity associated with each well," Stoddard said.
    ...
Stoddard recommended the county adopt Level C for all county roads and Level D for intersections at peak hours.
    ...
Stoddard countered that people "typically accept D," but maintaining anything higher than level C "increases costs significantly."He also added that "most side streets in Glenwood Springs with stop signs are at F."

For example, three cars in a line at a four-way stop would be Level F, he said.
