    Dr. Alan Steinman of Grand Valley State University said the amount of water being diverted into Lake Superior is actually larger than the amount taken out of the Great Lakes, which includes Chicago's daily diversion of 2.1 billion gallons.

    Steinman is working with a commission of American and Canadian scientists to find whether dredging of the St. Clair River between Lake Huron and Lake St. Clair is contributing to lower water levels.

    He said other answers like evaporation outpacing condensation and the lake shape changing over time should also be looked at.

    "The water diversion is an emotional issue more than anything else," Steinman said.
