   Centerville - Joseph Stefens , 83 , a retired lawyer for the Commercial Union Insurance Co. , died April 3 , 2000 , at the Beverly Manor Nursing Home in Plymouth
   
   He was the husband of the late Wanda Stefens.
   
   Mr. Stefens was born in Three Rivers , Mass. He moved to Poland with his family as a child. When World War II broke out , he was interned in a German prisoner of war camp.
   
   After the war , he was repatriated to the United States. He worked his way through school , earning degrees from Harvard University and Boston University School of Law. He worked as a bond claims attorney in New Hampshire , Cape Cod and Boston.
   
   Mr. Stefens retired to Centerville and became a strong advocate for the Police Society of Cape Cod and the Islands , where he and his late wife worked on many issues.
   
   Surviving are a son , Joseph Stefens of Emmaus , Pa. ; a daughter , Valerie Thomas of Plymouth ; and eight grandchildren.
