    Kevin Spellman, Retired PresidentJoining Emerick in 1977 after working in his family's construction firm, Kevin assumed the role of vice president and treasurer in charge of all financial, business, and legal matters just a year later.

    House Rules and Redistricting sent a bill last week to the Ways and Means Committee that prohibits use of punchcard ballots in Oregon starting with the 2002 general election.Only three Oregon counties still use punchcard balloting.

    Governor Kitzhaber and a group of bipartisan legislative leaders held a press conference last week to tout energy siting legislation and a package of energy conservation measures, which they say will help to avoid blackouts and stabilize electricity prices.When asked about the issue of delaying implementation of Oregon's electricity restructuring plan, Kitzhaber said he would consider a delay of up to 6 months, but veto legislation with any longer delay.Later in the week, Kitzhaber indicated he would veto legislation that attempts to divert or earmark public purpose funding generated under the restructuring plan that is intended to pay for energy conservation and renewable energy resources.
