    The Ritchie Center and 3-Point Enterprises Project are two business centers that are under construction in Ritchie, said Kent Spellman, Ritchie County Economic Development Authority director.Both developments are along U.S. 50."I think the biggest story is the potential growth around Route 50," Spellman said.The Ritchie Center will be between Ellenboro and Pennsboro and 3-Point will be at the intersection with W.Va. 16."They're a little behind with construction" at the 3-Point location, Spellman said.Weather and moving utility lines have slowed the process.3-Point is expected to be operating a McDonald's, a convenience store and diesel pumps.Spellman said construction is expected to start in the spring.3-Point should be opened by the end of the summer.The center will create several extra acres of land for use in future development, he said.It is not expected to open until 2008.A convenience store, fast food restaurant, hotel, up-scale restaurant and retail stores are expected in that development, Spellman said.

    Spellman said the development authority is working to develop a retiree attraction program.He said 66 million Americans are retirees with 77 percent of the financial assets and $1 trillion in annual income."They bring significant financial aspects to the county," Spellman said."Many people retiring here immediately become involved in the community" by volunteering.He said Ritchie County's low property taxes, friendly communities, conservative values and recreation facilities are attracting retirees.

    Kent Spellman, former economic development director in Ritchie County, is serving as executive director. He previously was involved with the CDP while Program Coordinator Herk Conner and Board President Jean Ambrose were affiliated with the CCI.

    Spellman said the concept is to promote organization, cooperation and alignment to connect communities with service providers and funding sources.

    "What we want to be is the go-to organization for community development in West Virginia," he explained.

    "This is not an exclusive list, but we needed a place to start," he said.

    The goal is to create a statewide network with access to a Web site featuring a myriad of information and contacts.

    Spellman emphasized that the Hub is not a direct provider of funds or services but rather the connector between various stakeholders in the network. Hub organizers said their model ultimately will help communities develop strategies for improvement and connect them with the tools and support necessary to see projects through to completion.

    "We hope to be able to see measurable outcomes within two, three years," Spellman said.
