    Ryan Spain says crime is going to be one of the defining issues of the campaign.

    He says it's time to start cooperating with the police so witnesses can come forward.

    He also wants to work toward creating jobs for the city's youth so they have better choices than drugs or gangs.

    As for the smoking ban, Spain says it's something that should be up to the state.

    And he works for the Heartland Partnership -- a group that works to attract business to the city -- and Spain says he has a few ideas for developing Peoria's economy.
