Ms. Sowell is a recognized leader in Government architecture frameworks.She has been the technical lead and principal author of the C4ISR Architecture Framework since its inception and is working on its further evolution.Her focus lately has been on bringing together various Federal Government architecture approaches.She incorporated the DoD Framework work products into the Treasury Enterprise Architecture Framework (TEAF) and is now incorporating them into the Federal Enterprise Architecture Framework (FEAF).Recently she synthesized an architecture framework for the General Services Administration, using the Zachman Framework, TEAF, FEAF, and the DoD Architecture Framework as building blocks.Ms. Sowell has provided architecture consultation to over twenty Government organizations, and her expertise has been requested by the European Union, the Australian Ministry of Defence, the Danish Embassy, the Swedish government, The Open Group, National Defense University, and State and local governments.She works with tool vendors to ensure that their tools support multiple frameworks.

Ms. Sowell was the technical lead and principal author of the C4ISR Architecture Framework, Versions 1.0, 2.0 and 2.1, and a consultant o the current version of the Framework, called the DoD Architecture Framework (DODAF), Version 1.0.This framework is mandated for use in the US Department of Defense and is being used and adapted by the US Intelligence Community, NATO, and many foreign countries.

Her main focus has been to harmonize, as much as practical and desirable, some of the architecture approaches used across the Federal Government.As a part of this effort, Ms. Sowell was instrumental in incorporating DoD architecture artifacts into other US Government frameworks

Ms. Sowell provides consultation and training to many organizations and is a frequent speaker at architecture forums.She provides consultation to tool vendors to ensure that their tools adequately support Government frameworks.She developed a DoD-focused curriculum for certification of architects for the Federal Enterprise Architecture Certification Institute (FEAC), resident at California State University, and is the Track Manager for the DoD track of the FEAC and a senior faculty member for both the DoD and Civilian tracks of the FEAC.
