    The proposed budget doesn't carry surprises for Kari Sousa, director of fiscal services for the Fairfield-Suisun School District.

    Even the proposal to divert property taxes from education doesn't worry her.

    Proposition 98 stipulates the state must provide a certain level of funding for schools.That means whatever schools lose from loss of property tax revenue the state must make up, Sousa said.

    "All that does is increase the state's obligation to us," she said.

    Sousa expects the district to lose $56 per pupil or from about $4,700 to about $4,600 per student.

    The state may give $72 per student to each of those schools for instructional materials, said Kari Sousa, assistant superintendent of business services.The district doesn't know how much the state will provide for facilities, she said.

    "Obviously, any funding we receive for instructional materials is beneficial to students," Sousa said.

    Amy Blanc and Fairview elementary schools may receive money based on the amount of funding available, Sousa said.

    The Fairfield-Suisun School District is bracing for the worst - $6 million in cuts, said Kari Sousa, director of fiscal services.But if voters pass the bond, the district gets $2 million and cuts will be limited to $4 million.

    The Vacaville School District stands to gain about $1 million from the passage of Proposition 57 and would have to make the same amount in cuts if it fails.

    Sousa can understand arguments the governor's bond could raise the state's debt, she said.

    "It does increase the amount of debt but really the only alternatives are to raise taxes or to severely limit the level of services that are being funded by the state," she added.

    While the district is far from short of cash, Assistant Superintendent Kari Sousa noted that some reserve funds likely will be used during the year as three new schools are opened.

    "We will have some significant additional costs," Sousa said."Considering the times we're in, the district is financially stable and the outlook is very good."

    There was some discussion during the meeting about projected cost-of-living adjustments from the state in the next few years, Sousa said.

    According to the estimates, the COLA won't be enough to cover raises or increased health benefits.

    "If the COLA comes in at the (expected) rates, any salary increase we give will necessitate the use of the reserve or cause future cuts," Sousa said.
