    Mark Scappe, president of the Moon Area School Board, said Tuesday that district officials were initially told by township engineer Larry Souleret that permits would not be needed.

    Souleret said the project as described to him included the removal of some brush, which would not have required a permit.But he said township officials visited the site and saw that three to four acres of trees also were being removed, which would require a permit under Moon's logging ordinance.

    The district's architect filed a permit application on Dec. 22, the same day the work site was shut down, but Souleret's office still has not completed a review of the document.
