    Scott Smith, associate pastor of the Oakville Methodist Church said representatives of the corporation approached him with a development plan two weeks ago, and he immediately forwarded it to the city council.

    "The council came back and asked: 'How can we help?' " Smith said.

    "By law, you cannot raise money for one thing and do something else when it's designated," Smith said. "If it's not designated, it's OK. They may negotiate the designation."

    Smith said the contribution will allow the corporation to continue until funding from a Community Block Grant arrives. The FEMA denial may have opened the door for that.

    "It's one house at a time, just like one block at a time in Cedar Rapids," Smith added.

    Scott became FEFC's youth pastor in September 2003.Scott and his wife Laura were both raised in California.They met while attending Trinity International University in Deerfield, Illinois.Since graduating from TIU with bachelors degrees in youth ministry in 1997, Scott and Laura have each been involved in various types of youth ministry (both in the local church and in camping/outdoor education ministries).Laura also completed a MA in theology at Fuller Seminary in Pasadena, California.The Smiths were married in 1999.Before moving to Manhattan, the Smiths led the youth ministry at Kenny Lake Community Chapel in Kenny Lake, Alaska.Scott and Laura have three children Colton, Zechariah & Isaac.
