Scott Smith, associate pastor of the Oakville Methodist Church said representatives of the corporation approached him with a development plan two weeks ago, and he immediately forwarded it to the city council.
"The council came back and asked: 'How can we help?' " Smith said.

"By law, you cannot raise money for one thing and do something else when it's designated," Smith said.
"If it's not designated, it's OK.
They may negotiate the designation."
Smith said the contribution will allow the corporation to continue until funding from a Community Block Grant arrives.
The FEMA denial may have opened the door for that.
"It's one house at a time, just like one block at a time in Cedar Rapids," Smith added.
