    Greg Smith, administrator of Allentown State's 198 beds, said reimbursement is an issue in the state-run hospitals for people with mental illnesses as well.

    "For the most part, we care for people on Medicaid," a government program for low-income residents, rather than people covered by Blue Cross or Blue Shield-type plans, he said.

    Among the specialty centers in the report were 20 rehabilitation hospitals and 78 ambulatory surgery centers.

    Good Shepherd Rehabilitation Hospital in Allentown, which has lost money the past five fiscal years, reported $31 million in patient revenue and $37 million in operating expenses in fiscal 2001, or a $6 million loss.

    That did not follow the statewide pattern for rehabilitation hospitals, which showed a modest improvement and average gain of 7.9 percent.
