    "It is not a crisis," said Charleston County extension agent F. Brian Smith after he showed Culin live oaks with scale and flagging in downtown Charleston and West Ashley."We have time to make an accurate assessment and decide what to do.We need to look at all the factors," Smith said, adding that people should focus on general tree health not just one pest.

    The scale has settled into oaks that may be suffering from drought, construction damage, storm injury, root pathogens, paving and soil compaction from vehicles, Smith and Culin agreed.
