   For the past two years, Darlene Smith has managed communication and public relations for public works projects on behalf of BRH-Garver, a well-respected general contractor in San Diego. Her efforts have contributed to the success of high-profile projects including the Torrey Pines Road Water and Sewer Improvements Project Phase 1 in La Jolla.
   
   This year, she established Hard Hat Communications, a community relations firm currently providing community relations support for several large city of San Diego projects, including ongoing water and sewer projects in Bird Rock.
   
   Light: What is Hard Hat Communications?
   
   Smith: It is a community relations firm that specializes in public works communication.
   
   Light: What is the role your firm is playing with ongoing construction in Bird Rock?
   
   Smith: We are the liaison between the city, the contractor and the community.

   Smith: Most of the calls we've been receiving so far are about parking. Parking is a major issue. It is the major concern.
   
   Light: What is being done to relieve traffic congestion and disruption of business during construction?
   
   Smith: One of the major things we're working on now is acquiring some additional parking for patrons of the businesses.

   Smith: At least into the spring of 2004. There will be a moratorium on work, which will stop for Christmas holidays then resume again Jan. 5.
   
   Light: What would you say to business owners and residents who are struggling to cope with the added traffic, noise and dust?
   
   Smith: I would tell them this project is so important because we've been mandated by the Environmental Protection Agency to implement the Sewage Spill Reduction Plan that must upgrade the city's sewer system to reduce the risk of spills. It's absolutely an essential project.
