Simpson was born Sept. 26 , 1960 , in North Carolina.He graduated from Florida State University in 1982 with a Bachelor of Arts degree in psychology.He received a master's degree in public administration in 1985 from Florida State.After graduation , he served as a public health analyst for the Florida Legislature.

In 1985 , Simpson moved to Washington , D.C. , and began working for the Executive Office of the President , Office of Management and Budget and became active in various aspects of the Gay community , according to Wirick.

Wirick said Simpson had many interests , including reading , politics , history , and Franklin Delano Roosevelt.
