  On Sept. 21 , the federal courts and the Charlotte-Mecklenburg Board of Education finally reached the same page.What does the Fourth Circuit's ruling mean , why did the board decide not to appeal , and where do we go from here.
  
  First , some context.In 1954 , the U.S. Supreme Court ruled that laws segregating public schools by race were unconstitutional.In 1969 , the District Court ruled in Swann v. Charlotte-Mecklenburg Board of Education that Charlotte Mecklenburg Schools was using pupil assignment to maintain an illegal , dual system.
