    Jimmy Simmons, president of the Casper Chapter of the NAACP, plans on participating at the summit.He agreed with Naylor-Yarger on the importance of such an event.

    "We are trying to find out what are the dynamics that we can utilize to get past this type of thing," Simmons said.

    "You have to understand everybody wants a safe environment to learn in.The black children want a safe environment to learn in, the Latinos want a safe environment to learn in, the whites want a safe environment to learn in, the Native Americans want a safe environment to learn in, and the gays want a safe environment to learn in as well.

    "So if we can get our heads together and come up with some type of dynamic that we can utilize to try to get past this hurdle," it will be a very good thing, Simmons said.

    Earlier this month, Jimmy Simmons, the NAACP first vice president of Colorado, Montana and Wyoming State Conferences, notified Small about possible acts of ethnic intimidation.

    Simmons said in a letter to the Tribune an older minority family was being taunted with vulgar racial slurs, threats of fire damage to their homes and gang activity related to intimidation and a possible kidnapping caught on videotape.
