   Jim Simkins serves The Council on Quality and Leadership (CQL) as Director of Administration. Mr. Simkins is responsible for the administration of human resources and administrative operations of CQL. Mr. Simkins is a participating member of CQL's Quality of Work Life committee, which has been charged to define quality of work life, promote organizational citizenship, increase social capital among employees, and raise key quality of work life issues to Senior Management and the Board of Directors.
   
   CQL is the organization at the forefront of the movement to improve the quality of services and supports for people with disabilities and people with mental illness. We have been leading this effort for more than three decades. Our fundamental belief is that everyone has s right to a life of dignity, opportunity and community inclusion. Our journey continues today with the daily work of establishing real connections between disabilities' theory and practice.
   
   Mr. Simkins joined the team at CQL in 2003 and has over 10 years experience in the field of human resources within the non-profit sector. Prior to joining CQL, Mr. Simkins served in several capacities within the field of human resources to include an employee relations specialist and as a human resource generalist.
   
   While working on his Master of Social Work degree from the University of Maryland, he interned with the federal government's model Work/Life program at the United States Department of Health and Human Services in Washington D.C. and has done consultation work for Amtrak.
   
   Additionally, Mr. Simkins holds a Master of Business Administration degree from the University of Phoenix and has earned his Professional of Human Resources (PHR) designation from the Society of Human Resource Management.
