    Home Depot Spokesman John Smiley said the BZA "disappointed" and confounded the company.

    "The board voted (by) the thinnest of margins - 4 to 3 - to uphold the zoning administrator's decision," Mr. Smiley said."We don't understand that; 90 percent of what we have in the store is building materials."
