KEITH SHEPPARD - Keith Sheppard is an Information Technology professional with over 20 years experience in a variety of operating environments, including IBM mainframe systems, LAN systems, Unix, and Internet and Intranet environments.In 1998, Keith formed Collaborative Network Technologies Inc. (ColabNet) to focus on distance education, medical informatics, and information technology-based economic development.Since its inception, ColabNet has played a major role in the development of a new satellite-based communications system for rural Newfoundland, as well as moving forward with several innovative Java-based software development projects, including the Outreach Mobile Homecare Application.Keith holds a Bachelor of Commerce (Honours) and a Masters in Business Administration.He is also a Member of the NATI Board of Directors representing the IT sector.

"It gives hospitals access to specialists located in other centres, and could mean that patients won't have to be transferred as often," said Keith Sheppard, project manager of the Integrated Emergency Medicine Network, and president of Collaborative Network Technologies Inc. Furthermore, in what might be a first of its kind test in Canada, the network is tying in four traditional ambulances and one air ambulance.By outfitting the ambulances with MSAT satellite technology, paramedics can send and receive voice and data, including ECG, blood pressure, and other information.

"In Newfoundland, there's often a tremendous number of kilometres travelled by ambulances before they get to hospitals," said Sheppard.He explained that the new system enables paramedics to prepare emergency-room doctors and nurses about the condition of patients before reaching the medical centre.

Said Mr. Keith Sheppard, President of Collaborative Network Technologies, speaking on behalf of the consortium, "We feel that with the growing national emphasis on home care and the growth in demand for home care services, the timing is right for this type of product, and we have assembled the team that will bring this to market quickly."

In addition to providing funding support, the consortium will be provided with access to the in-house wireless expertise and laboratory facilities of the Bell Wireless Alliance and Telus Mobility to assist in the design, development and testing of the product.This will provide Newfoundland companies with direct access to state-of-the-art resources in current and emerging wireless technologies.

The method employed through the Mobile Home Care Platform is a quantum leap for the effective administration of healthcare in this province and in the country as a whole.
