    Mr. Sheinbaum is a retired U.S. Foreign Service Officer and currently an Associate with Global Business Access , Ltd.From 1986 to 1991 he was Director/Chief Executive Officer of the Colombo Plan for the Cooperative Economic and Social Development of Asia and the Pacific , a 26-nation inter-governmental organization based in Colombo , Sri Lanka.

    Since 1991 Mr. Sheinbaum has served as a Senior Consultant for a new U.S. Government international scholarship program for American students , for an NGO dealing with election assistance in other countries , and for the Department of State.

    Prior to leaving the Foreign Service in 1986 , Mr. Sheinbaum was Counselor for Political Affairs at the U.S. Mission to the U.N. in Geneva , Switzerland ( 1983-86 ) , American Consul in Cebu , Philippines ( 1979-83 ) , Deputy Ambassador at the U.S. Embassy in Lilongwe , Malawi ( 1977-79 ) and Acting Ambassador at the U.S. Embassy in Antananarivo , Madagascar ( 1975-77 ).He has also served in Laos , France , Vietnam and Denmark as well as at the Department of State in Washington , D.C. ( European Affairs ).

    As Director of the Colombo Plan , Mr. Sheinbaum brought new life to one of the Asian region's first international organizations dealing with socio-economic development which pioneered the equitable distribution of aid in the region.Its focus is on human resources development , entrepreneurship , science education and drug abuse control.

    Mr. Sheinbaum is a member of the American Foreign Service Association , the World Affairs Council of Washington , D.C. , the Association for Diplomatic Studie , and the Asia Society.He is a native of New York city and a graduate of New York University.He is fluent in French and Danish.
