    Dave Sheibels, the Porter County 911 director, spent the last couple months finding potential providers and ultimately whittled the list down to three companies.

    One is a locally managed system, while the other two are hosted systems, where the management is handled at the companies' central offices.

    Sheibels presented his findings to the Porter County Board of Commissioners on Tuesday and has been charged with providing another presentation to the commissioners on possible uses for a warning system.

    Sheibels said fees for starting up alert systems vary, depending on which company Porter County would choose to go with and which package it would choose.

    The locally managed system, which actually has a trademark on the Reverse 911 name through Sigma Communications in Indianapolis, costs about $55,000 for the necessary software. But then there's the cost of installing phone lines and the cost to use those phone lines. And managing it will be a problem, Sheibels said, because it would be an additional burden on his staff.

    One of the hosted services, 21st Century, starts out as low as $26,500 and has an annual fee of $9,000 but hits the pocket books with its per-call fees.

    A second hosted service, Code Red, has a flat-rate of $50,000 a year and offers 200,000 minutes, allowing the system to send out six or seven county-wide calls a year at no additional charge.

    Sheibels likes 21st Century because the company will allow the county to use its own dispatch map to determine where the calls need to go.

    Sheibels admits alert systems have their downfalls. For starters, anyone who uses a cell phone or an Internet phone as primary service would have to register those phones through Web site links provided by the county. Cell phones and Internet phones are not included in the databases used to send the messages.

    Both the hosted systems boast about being able to reach a great deal of residents in a short period of time. But Sheibels said Verizon's calling center in Portage would never be able to meet the companies' lofty goals. And in a dramatic emergency, where residents might be using their phone to call family and friends, it would be even more difficult.

    Contrary to popular belief, the system would not be beneficial in warning against a spotted tornado. Sheibels said the systems simply don't work fast enough.

    "These services are not the end-all," Sheibels said.
