The lack of progress on transportation projects is due to a decrease in fuel tax revenues and the transportation fund being dipped into to cover losses caused by property tax cuts, said Jeff Sheffield, director of planning for the organization.

One potential solution to the declining state transportation funding is to create a regional authority that could issue bonds, levy taxes and create toll roads to raise money, Sheffield said.He said the MPO is still discussing the prospects of the First Coast Regional Transportation Authority and will share its plans with city and county officials in the coming months.
