Dean Severson presented and reviewed a summary of current effective agricultural zoning requirements enacted by various municipalities within Lancaster County including subdivision or development potential and minimum farm sizes.The summary demonstrated that there is a variety of requirements that restrict development potential within effective ag zones and that minimum "farm" sizes range generally from ten (10) acres to fifty (50) acres.Discussion followed concerning the impacts and effectives of current requirements as they relate to our charge.
Dean followed this with an overview of the Rural Resource Management Initiative portion of the Octoraro Region Joint Strategic Comprehensive Plan.Dean focused his review on the recommendation that were developed to aid the municipalities with the review of impacts that could be anticipated from businesses that may locate in rural areas.Dean also reviewed the results from the County's Rural Business Roundtable discussion held during 2003 as well as rural business regulations from the Leacock and Drumore Township's zoning ordinances.

The subcommittee discussed what is meant by the term "effective agricultural zoning" and Dean Severson discussed the range of agricultural zoning regulations in Lancaster County.

Dean Severson provided an overview of how municipalities currently regulate on-farm businesses.
The fourth recommendation to be discussed was reform of the Pennsylvania Municipalities Planning Code to support stronger agricultural zoning and urban redevelopment.Josele Cleary commented every time the MPC has been amended the building industry lobby has introduced changes to the MPC favorable to the building industry.She stated that she doesn't believe there is anything in the MPC that discourages agriculture.

Dean Severson will bring copies of the Rural Strategy of the draft County Growth Management Plan, sample agricultural zoning districts, and a review of farm business zoning regulations.
