Kathryn Seidel, dean of the college, said most of the deficit can be blamed on hiring too many new professors before knowing what state funding would be.Legislators failed to account for growth, she said.
"We do the fall and spring scheduling before we know what we're going to get from the Legislature," Seidel said.

Though some have said the measure appears to be a punitive one against Seidel, implying the job has outgrown her, Hickey insisted that is not the case.

After all, Seidel will stay on as dean of the new College of Arts and Humanities.
"This is a measure taken for the good of the units as a whole, for the good of the university as a whole," he said."If I wanted to punish a dean, there's a lot simpler ways to deal with that."
More money, attention
Creating a new college also will give UCF another dean who can raise money for the university.And overseeing a smaller college should allow Seidel to pay more attention to the departments she oversees.
"I can more intensely focus on some areas that I haven't been able to focus on," she said.
