   ''It was pretty dramatic , '' said Jan Seidel , development director of the FreeStore/ FoodBank , which provides food to needy families in Cincinnati but also helps stock soup kitchens , food pantries and social service agency larders across the tri-state.
   
   She said contributions fell 36 percent in September , with the worst drop right after Sept. 11. In October , donations were down 50 percent from last year.
   
   ''I know the economy has a part in this. But everyone felt a need to show some support , '' she said. ''If you're not there at Ground Zero , your immediate reaction was , 'Let's send money.' ''.
   
   That reaction was nationwide.
