The decision of the three-man panel chaired by long-time Ballarat administrator Frank Segrave on May 11 was overturned by the Victorian Country Football League seven days later due to Dicketts being under contract to Ballarat league club Lake Wendouree.

Segrave told The Ballarat Courier he believed the VCFL system was grossly flawed and that it had made the wrong decision in the Dicketts case.

"We were comfortable with the decision we made based on what was presented to us," Segrave said.

"The VCFL has no idea on the facts of the Dicketts matter, nor are they interested," Segrave said.
