    Mr. Schreiber earned his undergraduate degree from Florida State University and is an honors graduate of the Florida State University College of Law.During law school, he was the recipient of the Doug & Marsha Lyons Book Award for Best Moot Court Oralist and received the prestigious Robert Orseck Memorial Moot Court Competition's Best Oral Advocate Award presented by the Florida Bar at its annual convention.Mr. Schreiber also served as a law clerk for then Chief Justice Raymond Ehrlich of the Florida Supreme Court while still in law school.

    Mr. Schreiber began his legal career with a prominent civil litigation firm, but after several years, made the conscious decision to develop an expertise in the area of eminent domain.In order to fulfill his goal, he left the private firm to take a position with the legal department of the Florida Department of Transportation in its eminent domain division.

    Shortly after joining the Department, Mr. Schreiber was elevated to the position of Chief of the Eminent Domain Litigation Section for the Department's Miami-Dade and Monroe County operations.In addition to his individual case and trial responsibilities, Mr. Schreiber supervised several other eminent domain attorneys and a staff of paralegals and legal assistants.He was responsible for providing the Department with advice and legal strategy relating to pre-condemnation acquisitions and negotiations, relocation of businesses and business damage analysis, appraisal issues and strategy, project and right of way design considerations effecting value and damages, and access management and other pre-litigation strategies.

    While with the Department of Transportation, Mr. Schreiber supervised the acquisition of millions of dollars worth of property, including participation as lead counsel in numerous eminent domain jury trials.The projects he was involved with include the widening of major interstate highways, major county arterial roadways through commercial districts, bridges and other major roadway projects.Mr. Schreiber left his public sector position in 1993.Since that time, he has limited his practice almost exclusively to the represent- ation of property and business owners in eminent domain and inverse condemnation matters.

    Over the last ten years, Mr. Schreiber has litigated and tried dozens of cases involving the valuation of businesses, hotels, vacant land, homes, farms and packing facilities, warehouses,industrial facilities and other commercial properties.Additionally,he has orchestrated innovative settlements and solutions to complex factual and legal issues that have resulted insignificant monetary and non- monetary benefits to his clients.Some of the non-monetary benefits achieved include extension of possession beyond the date of taking, delay or defeat of all or a portion of the intended taking, negotiation of access benefits to the land remaining afterthe taking, and securing minimum compen- sation guarantees at the time of entry of taking orders so that the client does not bear the risk that the government will lower its valuation estimate at the time of the jury trial.

    Mr. Schreiber believes that preparation, strategic planning and tenacity are the keys to success in a case.He strives to completely grasp and understand all of the complex math- ematical principles and factual data that form the basis for appraisal and business valuations.It is his firm belief that every case, large or small, should be prepared from the start as if it may one day be tried before a jury.

    In addition to his litigation and trial practice, Mr. Schreiber was a member of the Florida Bar Eminent Domain Committee from 1991-1999, including appointment by the President of the Florida Bar as a Vice-Chairperson during the 1994-1995 term.He has been asked on many occasions to lecture on various eminent domain topics at conventions and seminars.Mr. Schreiber has appeared before The Appraisal Institute, a national organization of real estate appraisers, and at their request spoke at their eminent domain litigation seminar and participated in a mock trial presentation.Both the American Bar Association and American Law Institute have also invited Mr. Schreiber to speak at their annual nationwide advanced eminent domain seminar on the subject of "jury persuasion" at trial.
