Feature Story - Feeding the Pipeline Ā  By CHRISTOPHER... - [Cached Version]

"The events of Sept. 11 have raised the awareness of where a person you work with is from," says Gary Schneider, executive vice president with American Background Information Services, based in Winchester, Va.

Even before the terrorist attacks, American businesses were increasingly ordering background verifications for foreign employees coming to work in their U.S. locations.
    ...
"Due to the lack of computerization, the lack of good record-keeping, cultural differences and privacy issues, it is almost impossible for U.S.-based companies, using their own employees, to conduct these verifications--especially criminal background verifications--with any kind of economic efficiency," says Schneider."You have to find people in these countries you can trust who will hunt down where these records might be."

In addition to privacy laws and computerization limitations, the paucity of centralized court systems or centralized record-keeping agencies in some foreign countries frequently poses other difficulties to companies conducting their own verifications.
