Congratulations to Gary Schneider, manager of the MacPhail Woods Ecological Forestry Project, for such a comprehensive and professional analysis of the sad state of the park and his detailed plan to rehabilitate the natural habitat.Let's hope all his recommendations are actually implemented, and then some.

As an ecologist and forestry expert Gary's mandate was obviously to examine and make recommendations regarding the natural environment, but he makes some subtle suggestions of ways to make the park a better… park.
    ...
Gary Schneider has provided the blueprint for the natural prerequisites, and if we can go one step further and agree on the future design and uses of the park I would be as close to satisfied as possible. As I have in the past - here and in front of City Council - I would refer to the example of the international design competition that helped decide the future of Point Pleasant Park in Halifax after the devastation of Hurricane Juan.

I've emailed Gary to request a soft copy of the plan so I can post it here.Reading it awakened some latent biological instincts in me that were instilled in university courses in ecology, botany, ornathology, etc.I haven't had much use for my formal education in biology since then but at least it doesn't bore me to tears like it did when I was doing it for grades.

UPDATE: I received a reply from Gary and I have uploaded a copy of his Forest Management Plan for Victoria Park [Adobe pdf file].
    ...
As I said, I think the old bisecting road should be a boardwalk, from Brighton Road right to the Fort Edward battery - something similar to the main boardwalk at Confed Landing Park, with proper lighting, and nice landscaping to contrast with Gary's "au naturel" plan for the bulk of the park.
    ...
Of course, I admire Gary and have a deep respect for the McPhail Woods and all he's done.

    ...
Gary Schneider, manager of the Macphail Woods Ecological Forestry Project, expressed his enthusiasm that the agreement has been reached.

"While we have been very excited about this initiative since the Minister approached us last winter, we had several concerns such as payment of taxes which had to be addressed first in order to enable us to manage these lands effectively," he said.
