    Michael Schmitt, a superintendent with the Catholic board, made a similar point when he said that plans are in place to make math a system priority.

    Surely parents expect educators to ensure that core subjects are emphasized, which does not mean that other subjects should be ignored but only that students must have the basics of math and English if they are to compete in the global environment of the future.

    The Grade 9 math test, imperfect though any test is, will have served its purpose if it focuses the minds of teachers and students on those basics.

    "What the Harris government will be known for is putting the levers in place to make the system far more accountable," said Michael Schmitt, superintendent for the Waterloo Catholic District School Board.

    However flawed the provincewide tests may be, they are an objective measure by which every student can see how he or she is doing, he said.And "that's forcing a whole new set of conversations in schools," Schmitt said.

    "Before, good schools were measured simply on how well they operated.Was there good communication?Were the children happy?Was there a school play?Were there teams?Was there a good community feel?

    "The reform was so hurried that there were pieces of it that weren't thought out clearly," Schmitt said.

    New curricula would be unveiled in June, and teachers would be expected to teach it in September.School boards would be told to negotiate contracts with teacher unions, but would not know how much money they'd be able to offer them.

    And the new high school curriculum left out a whole group of students who formerly were in basic education and headed straight for the workplace.In the early years of high school, almost every course is too difficult, Schmitt said.

    That same judgment could also be made of another Tory education reform, ending the fifth year of high school.The change means that a year from now, Grade 12 and OAC will graduate together in a massive double load of students that is expected to flood colleges and universities with applications.

    Catholic superintendent Michael Schmitt said by this time next year he hopes to see test results improved through initiatives like Jolly Phonics and First Steps reading programs , which teachers at the board have been trained to deliver.Already , the board has seen a significant increase in the number of special education students reaching or beating the provincial standard.

    But there is still work to be done , Schmitt said.More attention needs to be paid to the fact that boys continue do less well in the provincial assessments.Provincially and locally , average results for boys were 12 to 19 per cent lower than for their female classmates in writing and reading.Math scores were closer , but girls still led the pack by about three per cent..

    Additional data , comparing issues like socio-economic factors , school leadership and availability of preschool programs , is expected to be released in December.The information should provide school boards with more ways to help improve student achievement , Schmitt said.Results for individual schools will be made public at about the same time.

    But real success requires adequate support , Schmitt said.Asked if he could see a day when 75 per cent of students met or beat the provincial standard , Schmitt smiled.

    If you're going to provide training , going to provide support , going to put resources in our libraries . . . it's attainable for sure , he said.You can set the bar as high as you want.If you've got the right balance of pressure and support , you can go anywhere..
