    One major project is a longitudinal study that will follow children from their preschool years throughout their educational experience and into their working careers, ULL President Joseph Savoie said.

    LAUDED FOR LEADERSHIP: Joseph Savoie, Louisiana's commissioner of higher education, has been named this year's regional recipient of the Chief Executive Leadership Award from a national organization that specializes in communications, fundraising and alumni relations for colleges and universities.

    Savoie is to receive the honor from the Council for Advancement and Support of Education during a Sunday ceremony in Dallas.The region from which he was selected comprises Louisiana, Arkansas, Mexico, New Mexico, Oklahoma and Texas.

    "I am deeply honored to have been recognized by my peers," he said in a statement.

    University of Louisiana at Lafayette President Joseph Savoie announced those decisions Thursday as he outlined how ULL's budget looks after a loss of $14.7 million in state funding in the past year.

    The cuts began in January, with a cut of $4.3 million in state funding and another $7.5 million cut this fiscal year.

    While other universities, including LSU, have proposed layoffs and furloughs, Savoie said, ULL tried to steer clear of short-term solutions.

    ULL developed a furlough plan per the University of Louisiana System's request of its member institutions, but Savoie said he would prefer not to implement it.

    Savoie highlighted a few initiatives that will take effect this fall:

    Vacant positions will be frozen, saving about $2 million. Savoie estimated freezing 20 faculty and 10 administrative positions. Deferred maintenance projects will be reduced by $2.1 million. Internal grant funding for research and economic development will be reduced by $1.5 million.

    Savoie said the university is still reviewing class enrollments and classroom space to ensure optimal use.

    "Students should not see a slowdown in their ability to take courses toward their graduation," he assured.

    Savoie said that, if the full cuts are implemented, an estimated 22 jobs at ULL that will become vacant in the near future will not be filled.

    The cuts could result in furloughs, he said.

    Regardless of whether 75 percent of the proposed cuts are restored, Savoie said, the university is looking to reduce course offerings, to reduce the number of adjunct professors, to implement a hiring freeze and other measures.

    Savoie said higher education is facing what amounts to a 25 percent reduction when considering the midyear budget cuts this fiscal year, the proposed cuts and the expenses the state once covered but is now passing on to universities.

    "That's too much to take on," he said.
