Adolfo Santos, assistant professor of political science at the University of Houston-Downtown Campus in Texas, researched the effects of standardized dress codes when the Houston school district adopted one in the late 1990s.

He compared students' state test scores and suspension/expulsion rates two years before and after their schools adopted the dress codes.

"In terms of academics, there was no change," he said."In terms of behavior, students seem to be behaving worse."

Santos said that at the time, the district was also adopting a zero-tolerance policy, which could have increased student referrals to the office.
