Noel Santini was born in San Juan, Puerto Rico.
He attended the University of Puerto Rico where he graduated Magna Cum Laude with a Bachelor of Science degree in Biology; he completed two-year post-graduate studies in Pharmacology, and received a medical degree in 1993.
He became a member of the Alpha Omega Alpha Honor Medical Society in 1992.
Following graduation from University of Puerto Rico School of Medicine, he came to Texas where he completed his internal medicine residency at The University of Texas Southwestern Medical School in 1996.
He is a diplomate of the American Board of Internal Medicine and a member of the American College of Physicians.
Following his formal training he joined the Parkland Health & Hospital System medical staff in the Division of Community Oriented Primary Care (COPC).
In 2001, he became the lead physician at East Dallas Health Center (COPC) and in August 2007 he became the Medical Director for Adult Medicine of the COPC Division overseeing a medical staff of over 60 physicians and midlevel practitioners.
He was elected Parkland Medical Staff Secretary in 2007.
Dr. Santini is actively involved in the quality improvement arena of the hospital, and with the planning and implementation of electronic medical records at Parkland.

Parkland Health & Hospital System granted Dr. Santini the Above and Beyond Award in 1998 for his medical mission service to the victims of hurricane Mitch in Honduras, Central America; and the Distinguished Physician Award in 2006.
Dr. Santini has been a Parkland ambassador for many years and recently became a member of the Physicians Council of the Parkland Foundation with the commitment to help generate philanthropic support for the construction of a new Parkland hospital.
He enjoys traveling and spending time with his family, his friends, and his two extraordinary dogs . . . Bonita and Diego.
