   Mr. Santarella Jr. is the founding member of Santarella & Eckert, LLC, which celebrates its tenth anniversary in 2006. Mr. Santarella brings a unique perspective to his environmental presentations by virtue of his broad and varied experience as an environmental attorney, which include tenures with an environmental defense firm in Washington, D.C., the United States Environmental Protection Agency ("EPA") in Headquarters and Region 8, the United States Department of Justice ("DOJ"), and his representation of environmental and labor organizations to enforce alleged environmental violations and ensure proper permitting of power plants, smelters, steel mills and other major industrial facilities including compliance with the New Source Review requirements of the Clean Air Act.
   
   Mr. Santarella built a reputation as a strong and effective advocate while serving as a civil and criminal Enforcement Attorney and Assistant Regional Counsel for EPA Region 8 , he earned two bronze medals for superior performance (the highest award bestowed by an EPA regional office), and the prestigious National Performance Review Reinventing Government Award from Vice President Albert Gore. Prior to serving with EPA Region 8, Mr. Santarella was an associate with Zorc, Rissetto, Weaver & Rosen, an environmental law firm in Washington, D.C., where he specialized in litigation and counseling relating to section 404 of the CWA (wetlands permits) and NPDES enforcement. He also served briefly with the EPA's Office of Enforcement and Compliance Management, and the Natural Resource Division of the DOJ in Washington, D.C.
   
   Mr. Santarella received his Juris Doctor from the George Washington University , National Law Center in 1987, where he dedicated more than a quarter of his legal education to the study of environmental law. He received has undergraduate degree from Muhlenberg College in Allentown, Pennsylvania, with Honors in History in 1982. Mr. Santarella was born and raised on Staten Island, New York , he still has a New York accent (and attitude) and is a diehard New York Yankees fan. A former competitive football and softball player, Mr. Santarella is now channeling his athletic energies to coaching youth soccer and softball.
   
   A dynamic and passionate speaker, Mr. Santarella has given numerous presentations on a broad variety of environmental topics before federal and state environmental organizations, bar associations, and private and public learning institutions. Mr. Santarella served as lead facilitator for EPA's Environmental Enforcement Negotiations Course, and is a featured speaker on EPA's Environmental Enforcement Negotiations Training videotape. He also has trained state environmental enforcement personnel on enforcement negotiation strategies and tactics for the Northeast Environmental Enforcement Project and the Southern Environmental Enforcement Network within the National Association of Attorneys General, and served as a trainer for EPA Region 8's CWA § 404 Enforcement Course for Army Corps of Engineers field offices. Mr. Santarella has published numerous articles on environmental law and authored the Enforcement and Liability Chapter within the 16th and 17th editions of the Environmental Law Handbook published by Government Institutes.
