Long Range Facility Planning Committee - Kathy Sanner, Director of School Support Services, outlined the committee's time line and asked the Board to establish dates for public meetings on redistricting. Ms. Sanner also received consensus from the Board on the general approach, the use of 2002 enrollment projections, incentives to reduce class size, the capacity to be used for Spring Garden Elementary School and Westminster High School, and that no area of the county will be reserved from consideration for redistricting. Proposed Revision to Board Policy EE - The proposed revisions to the policy on contracted bus service will be brought back to the February meeting for approval. Facilities and Program Plan – Career and Technology Education - This report highlighted the areas of interest for the planning of future programs and facilities in career and technology education, including anticipated labor needs and job opportunities, existing and proposed career and technology programs and enrollment, and justification for the need for expanded programs and facilities.

Ms. Kathy Sanner , Carroll County Public Schools , addressed the Commission's concerns regarding the traffic study. She stated that Carroll County Public School staff worked closely with County staff on the alignment of Gorsuch Road , in particular the sharp curve at the nursery property.
Ms. Sanner stated that because the boundary has been established for this school , staff can look at the most appropriate options to bring bus traffic into the site. She indicated that the site offers multiple ways to bring students to the campus. Ms. Sanner stated that the availability of Center Street as a through-street will help maintain appropriate traffic flows. She indicated that most of the population of the school resides to the north of the school site , and most of the bus traffic will come from the Gorsuch Road corridor and MD Rts. 97 and 140 , north of Westminster.

Ms. Sanner stated that the routing is currently being examined , and there are several options. She indicated that the Cranberry Road intersection from Ralph Street extended , existing Cranberry Road , and Old Manchester Road are being considered. Ms. Sanner stated that staff is looking at the most efficient way to route the buses to avoid bottlenecks and to be the most cost-effective. She noted that bringing students into schools along the MD Rt. 140 corridor posses a challenge.
In response to Commissioner Dell's question , Ms. Sanner indicated that approximately 15-16 school buses would be needed to transport students. There is stacking for 20 buses.

Ms. Sanner stated that Cranberry Station Elementary School would provide supplemental parking.
Ms. Sanner discussed the previous site plan that spanned both sides of Center Street. She indicated that this Site Plan was a considerable cost saving and that the stadium is more accessible to parking.

Ms. Sanner indicated that there is a landscaping buffer as part of the elementary project. She stated that staff intentionally did not put a sidewalk in to connect the two schools because of topography issues and to limit pedestrian traffic between the two campuses during school hours.

Ms. Sanner stated that there has been discussion on how to deal with the remaining parcel on the opposite side of Center Street. She indicated that the Board of Education would welcome the property as additional practice fields for extra-curricular activities but not necessarily to the educational program activities. Ms. Sanner stated that the educational program activities can be accomplished on the 37-acre site , or staff would not have made a recommendation to proceed with this site. She indicated that the remaining site has difficult topography but installation of multi-purpose fields could be achieved. Ms. Sanner stated that she would like to discuss this option further with the Superintendent and Board of Education.
