    But not because excessive amounts of dust were not being created during the operation, said contractor Steven C. Sands, president of Clean Earth Dredging Technologies Inc., Hatboro.

    "Any dry material that you're handling in dry weather is going to be a dust problem," Sands said, adding that he could see complaints arising more readily with the Springdale operation, located as it is less than a mile from numerous communities.

    Sands developed the reclamation project, monitored by DEP, in the hopes of demonstrating how various materials previously treated as residual waste streams could be handled in an industrial setting to solve the state's massive abandoned mine problem.
