The board's attorney, Andrew Salzman, has already pointed out the exemptions the board was claiming during the meeting in question, Assistant State Attorney Mark Simpson said Wednesday.
    ...
According to Fire Commissioner Leo Jacobs, Salzman called the executive session to talk about a letter written by County Attorney Jon Jouben.
    ...
The letter was highly technical, so Salzman called the session to explain the letter in layman's terms, according to Jacobs.

Spring Hill fire attorney Andrew Salzman said he was unaware of the term expiration and was surprised people are quick to accuse him and the fire board of the oversight.

"People qualify for elections through the (county), not through districts," he said."I've never been involved in the election side."

Salzman refused to accept blame for the snafu, if Perreira is found to have been sitting on the board wrongfully.
    ...
District attorney Salzman, who has been vocally opposed to Dupre's involvement during recent meetings, said it was ironic how the county is insisting it is the district's responsibility to resolve the Perreira matter.

"They want to handle all of these other things and yet they don't want to handle this?"he asked.

Morrison said he thinks the issue will ultimately be resolved by the lawyers, but added no one with the county or district did anything "grossly negligent."

"I think everyone needs to take a deep breath," he said.

When Cottrell and Salzman tried to be persuasive for immediate action, Ockunzzi wisely persisted in his view.

Also on the minds of IRB commissioners is the status of the city attorney, Andy Salzman. An invitation to bid for the job is going to be issued.

Some commissioners are not happy with Salzman's performance. He contracted as city attorney with another jurisdiction and his attendance at Indian Rocks Beach has been spotty, they say.

His employment agreement with the city calls for him to attend "up to four meetings a month."A careful analysis of that language shows that there is no requirement in that for a minimum amount of meetings.

The contract was written by Salzman and the city did not have a lawyer representing its interest in the formation of the contract.Obviously, Salzman could not negotiate both for himself and the city.

It was written in legal jargon, however, so Salzman wanted to explain the letter to commissioners, according to Jacobs.
